Libya retur

From 19 January 2026 UNE lifts the suspension of return to Libya. This means that people who have received a final decision requiring them to leave Norway and return to Libya have a duty to leave the country. The police may also carry out enforced returns to all parts of Libya.

Background

As a result of increased unrest and a high level of conflict in Libya during the summer and autumn of 2014, UNE decided on 5 January 2015 to suspend the duty to leave Norway for Libya.

On 15 September 2015, the suspension was partly lifted for Tripoli and the surrounding areas due to improvements in the security situation in these areas.

For the rest of the country, the suspension has been maintained until now.

The situation in Libya

UNE has received updated information from the Norwegian Country of Origin Information Centre (Landinfo) on the security situation in all parts of Libya. Since 2020/2021, the level of violence in the country has been low for a country affected by conflict. The country information also indicates that civilians are rarely affected at random by conflict-related violence in Libya.

Based on updated and available information about the security situation in Libya, UNE considers that there are grounds for lifting the suspension of the duty to return for the entire country.

Cases involving an assesment of return to Libya, will be decided on the basis of the situation in the country at the time the decision is made.

Requesting a new assessment

Those who have requested a new assessment of their case will have their request considered.

Anyone who has requested a new assessment and has been granted a temporary suspension of enforcement is permitted to stay in Norway until their case has been reassessed.

Individuals who are staying in Norway and do not currently have a case under consideration by the Norwegian Directorate of Immigration (UDI) or UNE may request a new assessment of their case (request for reversal) if they believe there are grounds for this.
