On 27 March 2026, the Norwegian government adopted a regulatory amendment which means that fewer people from Ukraine will be covered by the scheme for temporary collective protection.

Men from Ukraine aged between 18 and 60 will, as a general rule, no longer be granted temporary collective protection in Norway. Individuals in this group who apply for protection will instead have their applications processed in accordance with the rules for individual protection.

The change applies only to new applicants and does not affect those who have already been granted temporary collective protection in Norway or who are due to have their permits extended.

Certain exceptions to the restriction apply. These include:

  • men who have parental responsibility, are legal guardians, or are other close family members, and who will have sole care of children they arrive with or who are already in Norway
  • men who can document that they are exempt from or clearly unable to perform military service in Ukraine
  • men who have been offered medical evacuation to Norway through the EU Civil Protection Mechanism (UCPM), or accompanying family members of such persons.

The amendment will enter into force shortly. No specific date has yet been determined.
